"The way I usually perform exposure adjustments in Photoshop is to duplicate the layer in "Screen" blend mode and set the opacity to 33% for +1/3 EV, 50% for +1/2, 66% for +2/3, etc. For negative adjustments I use "Multiply"mode.

... choose filters "diffuse glow" in PS, or try the (free) "Beautifier"plugin from Red Paw Media. Both create a glossy glow similar to the Orton technique. This is quite different (also in effect) from local lichting techniques as can be reached with dodge & burn.
You might also try to desaturate the duplicate before blurring.

I am no expert on this subject as I am still learning things. One of the things I learned is that most fashion photographers never take the highlights to above 235.

One technique I learned is that in Photoshop for either Level or Curve command you can set your white color to be 235 instead of 255 so that when you click on the highlight in the image using the white eye dropper it will set it to 235.

To change your highlight color, open the Level or Curves dialog box and then click on the OPTIONS button. Now click on the white swatch next to the word Highlights and in the color picker dialog box type in 235 for R, G & B values and then click OK.

If you like this you can set this as defaults so that you don't have to do this everytime you open a new image in Photoshop.

The advantage of using 235 instead of 255 is that it prints with good detail. Above 235 the detail seems to fade away quickly depending upon the paper and printer you are using. So 235 seems to be a good highlight point that can be reproduced well.

You're not going to get the same separations as they did but the elements are some type of edge finder - any sketch action on atncentral will do that - using smart blur -edge only or find edges in luminosity mode perhaps and then some type of posterization like buzz simplify, Mike F's Pop and Popartist actions, some of the sketch filters in PS - cutout, etc. but again, where the separation of shades occur in the final doesn't match exactly, the specific luminances in the original.
